Two people are charged with theft and conspiracy after authorities said they took $20,000 from someone who intended to buy their home.

But Westmoreland County detectives said the property up for sale was not owned by Timothy Jay King, 38, or Amber Lynn Tarr, 35.

In December, Tarr, who also uses the last name Albright, posted on Facebook a 3-acre piece of property for sale in Yukon for $65,000, according to court papers. The property contained a mobile home, outbuilding and detached garage. Tarr and King were in a relationship and lived there at the time.

They struck an agreement for the sale of the Spring Street property with a buyer who made a $20,000 down payment to them and agreed to pay $800 per month after moving there in January, authorities said. The buyer told investigators months passed and King and Tarr did not move out.

In August, the buyer noticed the home was vacant and unsuccessfully asked King for the keys. Detectives said the property is owned by Pet Adoption League and King and Tarr had been evicted for failure to pay rent.

A landlord-tenant case was filed in February against Tarr. The court found in Pet Adoption League’s favor for a judgment amount of $2,800, according to court records. There was $1,600 rent in arrears.

The agency filed two landlord-tenant complaints against her in 2023 and received judgments totaling $6,700, records show.

Both suspects are incarcerated on unrelated charges. Neither had been arraigned on the new cases.
