Penn Hills man accused of fighting Plum police after being revived from drug overdose

A man repeatedly attempted to fight Plum police officers after being revived from an apparent drug overdosed Monday, police say.

Frank Russo, 39, of Penn Hills is charged with three counts of felony aggravated assault, obstructing administration of the law and resisting arrest, among other misdemeanors.

Officers were dispatched to Vale Avenue on Monday morning for a man overdosing in a truck with a female passenger attempting to slap him awake, according to a criminal complaint filed against Russo.

Russo was slumped over in the vehicle, but police awoke him after performing sternal rubbing, the complaint said.

When police removed what they reported to be a glass pipe from the truck, Russo became aggressive and began placing his hands on an officer, according to the complaint.

Afterward, he began “fighting” with officers, who brought him to the ground in an attempt to arrest him, the complaint said. Police eventually stunned Russo and lifted him “kicking and screaming” into a cruiser, according to the complaint.

On the way to the station, Russo kicked a plastic door cover off the cruiser, police said. He later “began to act like he was going unconscious,” and Plum EMS administered Narcan, the complaint said.

When Russo woke up, he became aggressive again and repeatedly kicked an officer as he was pushed back into the cruiser, according to police.

At the station, the complaint said, two officers “forcefully push(ed)” Russo into a cell after he thrashed on the ground and refused to enter the confinement.

When two officers fell to the floor, Russo began kicking them again, striking one in the nose, according to the complaint.

Russo was unable to post a $10,000 bail set by District Judge Eugene Ricciardi and remains in the Allegheny County Jail. He is reportedly homeless.

His preliminary hearing is set for Dec. 30 before District Judge Michael Doyle.
