Allegheny County DA drops charges against Cheswick man previously accused of raping child


More severe charges weren’t ‘appropriate for the evidence,’ public defender says

Allegheny County prosecutors dropped more than a dozen charges — many of them felony sex crimes — against a Cheswick man previously accused of raping a child.

Jeremiah Segan, 42, pleaded guilty to misdemeanor simple assault in December as part of a negotiated plea. He was sentenced to 30 months of probation.

Segan was arrested in a Cleveland suburb where he had been living and was extradited to Allegheny County in June.

Allegheny County Police accused him of sexually abusing a young girl in Cheswick for years, but those charges didn’t stick.

Leslie Perlow, the public defender assigned to Segan, said after further investigation and discussion with the District Attorney’s office, the more severe charges weren’t deemed “appropriate for the evidence.”

The Allegheny County District Attorney’s Office declined a TribLive request for comment.

Jim Madalinsky, a spokesman for the county police, also declined to comment, saying the department isn’t involved in the sentencing process.

As part of Segan’s plea, he must comply with DNA registration and have no contact with the victim. His probation supervision was transferred to Washington County.
