Penn Hills health care facility owner indicted on federal charges

The owner of a Penn Hills facility that services people with intellectual disabilities faces a federal indictment on charges of health care fraud and other crimes.

Kelley Oliver-Hollis, 59, of Pittsburgh faces 33 counts, including making false statements to health care matters and money laundering, federal officials announced.

Oliver-Hollis is the owner of SerenityCare LLC along Dollman Road.

According to the indictment, the owner schemed to over-bill Pennsylvania Medicaid from December 2016 to July 2023.

Oliver-Hollis also is accused of failing to adequately train direct care workers in the proper care of residents, failing to keep adequate records and allowing the residents’ homes to fall into disrepair.

False and fraudulent claims regarding the care and staffing provided to residents caused an over-payment of Medicaid benefits in excess of $2 million dollars, authorities claim.

An email to SerenityCare seeking comment was not immediately returned.

The FBI, IRS, U.S. Department of Health and Human Services, U.S. Department of Labor, the Allegheny County District Attorney’s Office, and the Pennsylvania Attorney General’s Office conducted the investigation.
